When women have increased access to resources, education, healthcare, and employment opportunities, poverty rates decrease. Studies show that educated and empowered women invest in their families’ health, education, and well-being, breaking the cycle of poverty. Advancing gender equality is thus integral to achieving every single Sustainable Development Goal (SDGs). Achieving gender equality is however a complex and challenging due to deep-rooted issues that intersect cultural, social, economic, and political dimensions.
Human rights serve as a foundation for peaceful, prosperous, fair, equitable, accountable, and sustainable world that is based on the rule of law. A human rights-based approach (HRBA) is rooted in the international human rights norms, and the rule of law. It involves integrating the principles of accountability, transparency, equality, and inclusive throughout our development efforts. On the one hand, it consists if empowering rights-holders, including people from marginalised groups, to claim their rights and participate in development processes in decision-making. On the other, it also consists of building the capacity of duty-bearers – such as governments and public agencies – to fulfil their obligations.
At NIRAS, we are dedicated to advancing gender equality and human rights through impactful development consulting. We integrate gender equality as a core element of our operations and drive transformative change by raising awareness, empowering communities, and promote sustainable development. We understand that gender equality must actively involve men and boys to ensure sustainable progress. Our intersectional analysis of data —considering ethnicity, race, class, caste, age, ability, religion, and sexual orientation/gender identity & expression/sexual characteristics— is crucial for identifying who experiences inequality and understanding how intersecting social factors define and shape power dynamics. We employ participatory approaches and emphasize inclusivity to address the needs of diverse groups. Recognizing historical and contextual inequalities, we work towards systemic and individual change, focusing on institutions, structures, and communities.

Strengthening Gender-Based Violence (GBV) Prevention and Response

The multisectoral Strengthening Gender-Based Violence (GBV) Prevention and Response programme in Kenya aims to reduce GBV in Kenya by strengthening governmental mechanisms for preventing and responding to GBV. The initiative addresses the root causes of GBV and supports systemic change by enhancing capacities across sectors and empowering duty bearers to better serve vulnerable communities at high risk of GBV. It involves training over 1,400 duty bearers, supporting elders and cultural leaders in developing GBV roadmaps, and empowering champions for transformative change. NIRAS' approach has built trust across sectors, focusing on GBV drivers, and improving survivor-centred care delivery.
Gender Transformative Action Programme

In a project funded by the EU, NIRAS is providing technical assistance to support the Gender Transformative Action Programme (GTAP) in Tanzania, which aims to “break the glass ceiling” across sectors by focusing on three key areas: equitable environments and services, women's economic empowerment, and women’s participation in leadership and decision-making. Our technical assistance to the programme aims to enhance coordination among the partners to achieve the objectives. We facilitate policy dialogue and strengthen institutional capacities gender equality ministries in mainland Tanzania and Zanzibar to foster sustainable gender equality reforms across Tanzania. NIRAS is involved in the implementation of a gender-responsive sector budget support process, monitoring the roll out of the national Gender Policy and priority programmes, and ensuring optimal alignment and synergies between the different components, contracts, and stakeholders. An important aspect of the project is social behavioural change, where NIRAS supports the development and implementation of a national communication and media effort.
Human Rights and Democracy Strategy in Dijbouti

The Human Rights Council of the UN calls for each UN Member State to undergo a peer review of its human rights records every 4.5 years. Dijbouti’s review was conducted in 2023, and NIRAS is currently supporting the Dijbouti Ministry of Justice and Parliament to make best use of the recommendations received to develop a Human Rights and Democracy Strategy for 2024 – 2030.

NIRAS Framework agreement with Agence Française de Développement (AFD) provides technical assistance to strengthen gender equality and gender mainstreaming within AFD’s operations in the regions of North Africa, Greater Sahel, and Gulf of Guinea. NIRAS assists in identifying new projects (prospecting mission, feasibility studies, drafting a referral form, stakeholder mapping); supports gender-aware appraisal processes; undertakes gender equality analyses and assessments; and strengthens project implementation processes by providing gender equality expertise. For example, NIRAS works in Morocco on gender-responsive budgeting; in Egypt to assess the feasibility of a new programme for women-led MSMEs and the holist strengthening of the entrepreneurial and financial ecosystem; in Niger to prepare a gender action plan to reduce the inequalities identified in access to electricity; in Cote d’Ivoire to conduct gender equality analyses and mainstreaming plans for health sector initiatives.
