In a global context of increasingly restrictive civic spaces, economic shock, and growing instability, active citizens, strong civil societies, and effective, transparent and accountable institutions play cornerstone roles in ensuring and protecting equitable, inclusive and peaceful societies. NIRAS is strongly committed to supporting this vision by empowering and enabling citizens to actively participate in democratic processes, strengthening civil society through alliance-building, advocacy, and organisational development, and building the capacity of public institutions to fulfil their democratic mandates in the development of processes and policies and their implementation. NIRAS has implemented more than 300 governance projects worldwide in partnership with local and international civil society actors and public institutions, promoting democratic processes and participation and freedom-of-speech initiatives while building capacities of public institutions enabling citizens, academia, and decision-makers to be better informed, leading to more transparent, and accountable governance and ultimately, more just and inclusive societies. We work with civil society organisations (CSOs), parliaments, and media to establish local-level development and decentralisation, undertaking public financial management and public administration reform. We help increase responsive, inclusive, and participatory planning and representative decision-making at all levels – contributing directly to SDG 16 by introducing new tools such as climate and gender budgeting and tracking public funding towards climate, gender equality, and biodiversity. Together with key stakeholders, we examine complex situations with dedication. We emphasise socially acceptable solutions and analyse opportunities and alternatives. This approach has earned NIRAS a reputation for delivering cost-efficient governance advisory services of the highest quality that meet our clients’ demands.
Stable societies and democratic structures are preconditions for good governance, which in turn helps substantiate robust and peaceful societies. For the past 20+ years, NIRAS has worked extensively in conflict and post-conflict zones around the world with the aim of contributing to peace and stability. This experience informs our belief that we must build societies that are open to everyone, offer just treatment to all citizens, and provide effective, accountable, and participatory governing bodies. Without these elements, social peace will not last, violence may (re)surface, and most development achievements will be lost. When working in and on conflict, we actively engage with local partners who possess a deep understanding of affected communities, including CSOs, media outlets, traditional leaders, women’s groups, youth organisations, marginalised populations, and governments. By working closely with these stakeholders, we create inclusive and context-specific programmes. Our long-running experience within conflict-affected contexts allows us to navigate complex conflict dynamics, adapt strategies to evolving contexts, and develop innovative solutions that address the root causes of fragility and conflict. Active Projects
Active Citizen Participation in Tunisia (PACT), Phase 2

Following the success of its first phase supporting community projects across seven municipalities in the Hautes Steppes region of Tunisia, the Active Citizen Participation in Tunisia (PACT) project is currently being rolled out in twelve local communities (imadas) to further enhance community development, community ties and local dynamics. PACT aims to contribute to Tunisia’s democratic transition by increasing accountability, citizen participation and strengthening of human rights at the local government level. The project is also working with local and regional authorities, elected officials and staff in local administrations to apply good governance based on the principles of participation, transparency, and accountability. PACT is facilitating greater dialogue, collaboration, and mutual trust and understanding between the citizens, CSOs, the cooperatives, the local media and the authorities in order to improve the lives of the citizens in the local communities through mutual projects of community development.
Good Financial Governance (GFG)

Phase III of the Good Financial Governance project supports municipal governance in terms of citizen-centred service delivery, financial sustainability and accountability in Mozambique. NIRAS is working with the Ministry of Administration and Public Service, (Ministério da Administração Estatal e Função Pública, MAEFP) and the Supreme Audit Institution (Tribunal Administrativo, TA) to strengthen public service capacity development in decentralised governance, strengthen the Supreme Audit Institution for Improved Accountability and strengthen Municipal Financial Governance and Urban Development. NIRAS has implemented all three phases of this project starting in 2015.
Drivers of Change Fund / Fond d’Appui aux Moteurs du Changement (FAMOC) Phase II

As part of efforts to make Mali’s political culture more inclusive and responsive, the Danish MFA launched the ‘Drivers of Change’ grant fund (Fond d’Appui aux Moteurs du Changement or FAMOC for short) in Mali back in 2017 to support young drivers of change in civil society working toward peaceful coexistence and reconciliation. In 2024, NIRAS was awarded the second phase of FAMOC, and implementation started in spring of 2024. NIRAS manages the DKK 128,5 million fund which provides grants and capacity development to CSOs driving change for young people and media organisations promoting citizenship, inclusive governance, human rights, and prevention against violent extremism.
The Danish Deployment Facility for Peace and Democracy (DFPD)

The NIRAS-managed DFPD - an efficient Danish secondment mechanism funded by the Danish MFA – deploys civilian experts to contexts where stabilisation, peacekeeping, and democracy-building efforts are needed. The DFPD seconds experts to EU and UN civilian crisis management missions and election observers to support free and fair elections which are a cornerstone for a well-functioning democracy and lasting peace. The Facility’s geographical scope is global, and Danish experts are seconded to both election observation missions and crisis management missions across Africa, including Somalia, Mali, Libya among others, to support stabilisation, peacekeeping and capacity building.
Citizen Participation Support Programme in Morocco

Protection & Assistance to Vulnerable Migrants in Morocco

In a project funded by the EU, NIRAS is supporting coordination among and synergy of civil society organisations providing protection and assistance to vulnerable migrants (especially youth and women) in Morocco. Part of our assignment involves updating tools and mapping key migration actors, as well as their areas of intervention, activities, training and coordination modalities. An important outcome is the strategic systematisation of referral processes and practices in the field of assistance to migrants. We are also working with CSOs to Influence national policies and develop local strategies based on good practices in assistance and referencing.
Promotion of Participatory & Inclusive Sectoral Governance in Morocco through Greater Involvement of CSOs

Working closely with the EU Delegation, NIRAS is supporting the promotion of participatory and inclusive sectoral governance in Morocco through greater involvement of civil society organisations (CSOs) in the definition, implementation and evaluation of programmes and public policies. We are assisting the Delegation in implementing its roadmap and strategic support programme for civil society, part of which involves the establishment of a collaborative platform for exchange of information and good practice among CSOs.
In addition, NIRAS is working directly with CSOs, delivering training and practical tools in management, monitoring and evaluation as well as advocacy to strengthen their organisational, financial, technical and institutional capacities. With a special focus on women and youth, initiatives such as bootcamps and hackatons along with technical support to innovative projects aim to support emerging actors. The project is also contributing to the improvement of the institutional and legal environment of Moroccan CSOs through reviews of draft laws and the development of a national CSO register for example.
Support to the National Assembly of Zambia (NAZ II)

With the aim of improving accountability, transparency and effectiveness in the management of public resources, Phase II of the EU-funded Support to the National Assembly of Zambia (NAZ II) project has been enhancing the Parliamentary budgetary oversight function and public awareness of Parliamentary activities and policy debates. NIRAS has been working with Members of Parliament, building their capacity for legislative scrutiny of the national budget and ensuring approved budgets accurately and clearly reflect stated Government policy. This has involved benchmarking study tours within the region and peer-to-peer learning with members of European Parliaments among other activities. Staff of the Parliamentary Budget Office and supporting technical committees have also received training to improve the quality of budget analysis including gender-responsive budgeting and other emerging finance impacting issues. The project has further improved civil society and public engagements, making the NAZ to be more accessible and transparent in its legislative function.
Support to the EU Delegation in Mali in the engagement of CSOs

NIRAS is supporting the EU Delegation in the operalisation of its Roadmap for the engagement of CSOs in Mali to consolidate the development process and democracy in the Sahel country. Our work includes ensuring the monitoring of Roadmap priorities and that CSOs’ positions are taken into account on issues related to the European Joint Programming document. The project team facilitates a space for dialogue that allows CSOs to express their positions, share technical analyses and raise issues of concern. We have also been working to establish more regular communication channels that promote a climate of trust and working together. Through this work and ensuring all stakeholders have access to reliable and up-to-date information, the team is laying the groundwork for the next Roadmap 2025-2028.
Facility for Regional Cooperation in the Indian Ocean

The EU has been the leading development partner of the Indian Ocean Commission (IOC) for close to 40 years. NIRAS manages the Facility for regional cooperation in the Indian Ocean (FRCI), which aims to promote visibility of this long-standing cooperation in Mauritius, Comoros, Madagascar, Reunion, Seychelles, enhance coordination and complementarity with EU instruments for external action and EU cohesion policy, and develop sector-specific programmes as part of the EU’s Multiannual Indicative Programme for the region.
CSO Operational & Roadmap Facilities

NIRAS is responsible for managing two facilities that support CSOs around the globe. The first – the Civil Society Roadmap Facility – provides strategic support and guidance to the EU and other relevant stakeholders in the process of developing, implementing and monitoring civil society roadmaps. These guides improve the impact, predictability and visibility of EU actions and ensure consistency and synergy of support to CSOs through the various sectors covered by EU external relations. The second – the Civil Society Operational Facility – provides technical support to stakeholders, including DG INTPA Headquarters, EU Delegations, Framework Partnership Agreements’ signatories, other CSOs and networks of CSOs in the implementation of the Global Europe Civil Society Organisations programme. For example, the Facility will organise capacity building activities or informative sessions, produce ad-hoc studies or evaluations and advise certain CSOs on how to apply for grants and monitor them.
