Our approach to MEL puts the user’s needs at the heart of our approach, ensuring that evidence is relevant for decision-makers and shared in ways which promote learning.
Our breadth of experience includes working at organisational, large-portfolio, programme, and project scales. Our in-depth sectoral and thematic expertise encompasses climate change, energy, and sustainable land use; agriculture; governance and democracy; civil society support; gender equality and human rights; peace and security; economic growth (trade and private sector development) and research-for-development. Our client base spans multilateral donor agencies, bilateral donors, philanthropic foundations, private-sector clients, and numerous civil society organisations (CSOs). NIRAS also has extensive experience conducting MEL assignments in fragile and conflict-affected areas in Sub-Saharan and Northern Africa (Sahel, Lake Chad Basin, Gulf of Guinea, Central Africa, Great Lakes region, and Libya).
Across all services and assignments, high ethical standards are consistently applied in accordance with our comprehensive set of systems and processes. These have been developed over several years through joint work with university ethical clearance systems and are fully aligned with key ethics standards, including the OECD DAC Quality Standards for Development Evaluation and UN Evaluation Group Ethical Guidelines. Fossil Fuel Non-Proliferation Treaty Initiative

Together with our partner DAVCON, NIRAS is developing a MEL framework to follow-up, evaluate and learn about the impact the Fossil Fuel Non-Proliferation Treaty Initiative is having in relation to achieving its objectives of shifting the global narrative around fossil fuels and halting the expansion of fossil fuels around the world. A digital dashboard will allow the initiative to track the outcomes of their activities. We are also supporting a culture of learning by engaging in developmental-style learning activities together with staff to create more insight about what is working well and not so well for achieving the strategic goals, thereby allowing the initiative to adapt to a rapidly moving context.
Biodiverse Landscapes Fund

The UK-Defra financed Biodiverse Landscapes Fund (BLF) portfolio aims to reduce poverty, protect and restore biodiversity and lessen the impact of climate change in six environmentally critical landscapes across the globe. NIRAS is the MEL partner for the BLF-funded Fitantanana maharitra ho lovainjafy (FMh) project in Madagascar, which aims to create a successful model for community-based forest management within Madagascar’s system of protected areas (PAs). Through programme interventions, the project seeks to ensure that Madagascar's PA network is co-managed effectively and sustainably, in partnership with local communities. This collaboration is designed to ensure the conservation of threatened biodiversity and enhance the well-being of local communities, working together via sustainable management of natural resources and ecosystem services, and providing long term carbon storage and mitigating the effects of climate change.
NIRAS MEL activities include aligning the theory of change with the wider BLF programme; developing a MEL framework for use across the consortium; developing hypotheses, a quasi-experimental sampling approach and analysis plans for the baseline and endline study including household surveys, focus groups and key informant interviews; and designing and conducting work package evaluations of project interventions. Through these activities NIRAS will evaluate the project’s achievements in key areas – such as reducing deforestation and degradation, increasing land under sustainable forest management, and restoring degraded forests – and making recommendations to ensure the best outcomes and value for money can be achieved.
Global Energy Alliance for People and Planet (GEAPP)

Since 2022, NIRAS has been the MEL partner of the Global Energy Alliance for People and Planet (GEAPP), an initiative jointly funded by Rockefeller Foundation, IKEA Foundation, and Bezos Earth Fund. GEAPP aims to support developing countries’ shift to clean energy, using a pro-growth model with long-term goals to reduce carbon emissions, increase access to energy, improve jobs and livelihoods, and mobilise climate finance. As a critical friend of a fast-growing initiative, NIRAS provides thought leadership to help GEAPP review and revise key methodologies, such as the process for setting country impact targets, and has provided on-demand support to key stakeholders (including board members, or country teams).
To support GEAPP in better communicating its impact, a NIRAS in-house digital solutions specialist designed a bespoke MIS dashboard to collect and publish aggregable indicators relevant to GEAPP’s long-term impacts in real time. We have also developed a comprehensive MEL framework to cover a diverse set of interventions within the GEAPP portfolio and ensure a cohesive approach across all workstreams and geographies.
Ocean Country Partnership Programme

The Ocean Country Partnership Programme (OCPP) is a UK Government-led programme delivered under the UK’s £500 million Blue Planet Fund. NIRAS is the independent monitoring, evaluation, and learning (MEL) provider for the programme. Under OCPP, in partnership with others, the Centre for Environment, Fisheries and Aquaculture Science will provide technical assistance and capacity building to support Ghana, the Maldives, Mozambique, Senegal and other countries around the world to tackle marine pollution, support sustainable seafood practices and establish designated, well-managed and enforced marine protected areas.
Climate Change, Conflict, Displacement & Irregular Migration Programme

The Climate Change, Conflict, Displacement, and Irregular Migration Programme (CCDMP) is dedicated to strengthening community-level resilience to climate change impacts in fragile and conflict-affected Sahel regions (Niger, Mali, Burkina Faso, Chad, Mauritania and Senegal). A collective effort involving four implementing partners – the UNDP, World Bank, the International Fund for Agricultural Development, and the Netherlands' Development Organisation – CCDMP focuses on climate adaptation and resilience in a holistic manner by building adaptive, absorptive and anticipatory capacities of vulnerable populations, national and regional partners as well as addressing the root causes of fragility driving conflict, forced displacement and irregular migration.
NIRAS is contracted to manage monitoring, evaluation, accountability and learning (MEAL) for the programme. This role is crucial for ensuring accountability and promoting learning within the CCDMP and among its partners. At the core of the MEAL Unit's effort lies the purpose of learning. We are dedicated to ensuring that the valuable insights emerging from CCDMP partners are put to effective use in programme governance by the MFA. Learning, as seen within CCDMP, encompasses the entire journey from identifying and understanding lessons to documenting, sharing, interpreting and ultimately, applying them.
Carbon Markets Finance Programme

The Carbon Markets Finance Programme (CMFP) is an innovative initiative providing £50 million from the International Climate Fund to increase the flow of international carbon finance to least developed countries (LDCs) – with a focus on Africa. The programme aims to support climate change mitigation and poor peoples’ access to clean energy and other poverty reducing technologies. The CMFP is implemented through the World Bank’s Carbon Initiative for Development (Ci-Dev) programme and is developing capacity, tools, pilot programmes and methodologies to increase energy access in LDCs using clean and efficient technologies. NIRAS has partnered with Arepo and EcoSecurities to conduct an independent programme-level evaluation of CMFP for the UK Government, including country-level case studies and field engagement in Rwanda, Kenya and Ethiopia.
Blue Ventures' Blue Forests Project

NIRAS is conducting and evaluation of the UK’s International Climate Finance’s £10 million Blue Forests project being implemented in Madagascar and other countries around the world by the organisation, Blue Ventures. The project seeks to protect and sustainably manage mangrove forests through a community-led approach, with the focus on improving the sustainability of small-scale fisheries and community livelihoods, as well as to establish carbon finance mechanisms to incentivise mangrove conservation by mangrove-dependent communities.
NIRAS' evaluation documents progress against outcomes and supports learning on what works, for whom and how and includes process, impact and theory-based evaluation approaches.
